Activity Centre in Rutland

The City of Kelowna is advancing plans for a vibrant new all-ages activity centre adjacent to Lions Park, envisioned as a modern hub for recreation, learning and community connection. Shaped by community engagement, the design for Rutland’s new activity centre reflects the neighbourhood’s rich cultural diversity and dynamic spirit. The facility will feature a modern gymnasium and versatile multi-purpose spaces, alongside distinctive amenities such as a teaching kitchen and a dedicated youth zone—purpose-built to host cultural celebrations, community programs and inclusive events that bring people together. This project responds to the removal of the damaged building at 155 Gray Road and leverages the consolidation of nearby lots to expand recreational opportunities.  

As part of the Building a Stronger Kelowna (BSK) portfolio, staff have proposed the development of a new two-storey activity centre at the consolidated site, situated within the Rutland Urban Centre. Thoughtfully integrated with Lions Park, the facility was located to have minimal impact on the old-growth trees that make this park so unique and will celebrate Rutland’s natural beauty while reinforcing its role as a place where creativity, culture and community converge.  

The rezoning and Official Community Plan amendment process is now complete. The project team is currently working on advancing the design of the new activity centre to enhance the existing amenities in the Rutland urban centre.

Site Design Consideration  

The proposed design will attempt to minimize the need for additional parking by promoting walkability and encourage visitors to walk through the park, utilizing existing parking within the surrounding park. The future design will provide accessible parking stalls near the building entrance, as required by the zoning bylaw. The parking design intends to encourage visitors to walk through the park, enhancing its vibrancy and fostering a stronger sense of community.
