Highlights of September 29 Council meeting
News Release
Transit service improvement
Council endorsed a Memorandum of Understanding with BC Transit to advance key transit service expansions, including the Rutland and Mission Network Restructuring Plans, beginning in January 2026. These investments respond to record ridership growth, reaching 6.45 million rides in 2024, and aim to improve service reliability, expand coverage to underserved areas like Clifton Road, and enhance airport and UBCO connectivity.
Veterans parking
Council supported a new policy granting complimentary, time-restricted, on-street parking to vehicles with authorized BC Veterans licence plates, which will be managed through a one-time registration process.
Chronic offender update
Council received an advocacy paper on the current state of chronic offenders in Kelowna, with a focus on the persistent impacts and the need for criminal justice reform. Council continues to call for urgent federal and provincial action to strengthen bail laws, improve prosecution capacity, and implement care infrastructure, as local efforts alone are insufficient to address systemic justice failures.
