Highlights of November 3 Council meeting 

Housing for seasonal farm workers on McCullouch Road  

Council approved temporary farm worker housing for up to eight seasonal workers at 3309 McCulloch Road. The housing will use modular housing on non-permanent foundations, can be occupied for up to 10 months annually, and is sited to minimize residential impact on agriculture. The proposal will be forwarded to the Agricultural Land Commission for consideration.  Read Report to Council 

Begbie Road subdivision  

Council gave initial consideration to a rezoning application to allow for up to 15 lots at 2022 Begbie Road, as the proposal aligns with the Official Community Plan’s future land use. The rezoning will now go to a public hearing, where residents can share their feedback to help inform Council’s final decision. Read Report to Council 

Wine village on Hilltown Drive 

Council advanced a zoning bylaw amendment to facilitate the development of a wine village at 3640 Hilltown Drive. The amendment will allow for an alcohol manufacturing building and 15–20 tasting suites, each with its own production area, leased to wine makers and sellers. Read Report to Council  

Short-term rental update

Council directed staff to develop a strategy for creating a short-term rental subzone designation, for buildings with more than 70 units or those previously approved for short-term rentals, provided strata rules allow them. Mayor Dyas and staff will work with the Province to expedite the approvals needed to opt out of the Provincial primary residence restrictions, with the goal of reinstating short-term rentals by summer 2026. Read Report to Council 

Airport fees update 

Council moved forward amendments to the Airport Fees Bylaw. Among the changes are an increase to the Airport Improvement Fee, which will increase to $31 per passenger, effective January 1, 2026. The increase supports the Airport’s 10-year capital plan and moves critical capital projects forward.Read Report to Council
