Highlights of November 17 Council meeting

 

Housing outlook and population growth trends

Council received a report on housing outlook and population growth. The report estimates Kelowna will add 50,000 residents by 2045 and 37,000 new homes will be needed to accommodate them.

Density Bonus Program review

Council received a report on three options to update the City’s Density Bonus Program and directed staff to report back on Option 2, to modify the program to focus on Urban Centres and remove density bonusing for 4- to 6-storey buildings.

Dease Road banquet facility

Council approved a bylaw change that will pave the way for a new banquet facility at 675, 683 Dease Road.

Council Priority progress report

Council received a progress report on Council Priority Actions, including advancements in Crime and Safety, Affordable Housing, Homelessness, Transportation, Agriculture and Environment and the Economy. Highlights include a new crisis response program (CRCL) for those experiencing mental health or substance use crisis, new affordable housing projects, the completion of 180 units of housing to support people experiencing homelessness, $90 million investment in multi-modal transportation, integration of the Glenmore Ellison Irrigation District into the Kelowna Integrated Water Supply Plan, and Kelowna’s designation as Canada’s first UNESCO Creative City of Gastronomy.

Inter-Community Mobile Business License bylaw update

Council approved a bylaw amendment to update the City’s Inter-Community Mobile Business License bylaw to better align with neighboring communities. Changes will include the removal of boat rental companies from eligibility in order to better support the regulation of these business models.
