Findings and Recommendations from the Community Task Force on Economic Prosperity
Council received a report from the Community Task Force on Economic Prosperity outlining the results of its review of economic development services in Kelowna. The Task Force recommended exploring a City-led economic development model supported by an advisory committee, along with a potential convention facility to support tourism, to better align with Kelowna’s growth and local business needs. Council directed staff to report back on options for potentially transitioning to a City-led model and to work with the Kelowna Chamber of Commerce on a convention facility feasibility study and associated budget.
2026 Citizen Survey
Council received the results of the 2026 Citizen Survey. The biannual survey, conducted by IPSOS, provides a snapshot of community priorities and perceptions. The majority of residents reported high quality of life (88 per cent), positive views of City services (82 per cent) and customer service (79 per cent). Residents identified social issues, transportation, and community safety as areas of concern and priority areas for investment. The report highlights actions underway in these areas, including 180 units of rapid safety net housing to support to transition out of homelessness, development of a purpose-built complex care and supportive housing facility, transportation improvements such as the Burtch Road extension, Bertram Active Transportation Corridor and expanded transit service, and expanded community safety initiatives including additional RCMP and bylaw resources and the new Crisis Response Community Led program.
Waldie Court Business Industrial Zone
Council advanced an Official Community Plan amendment and rezoning for 1085 Waldie Court to allow a portion of the property to be used for industrial purposes. The change would enable the land to be separated and added to a neighbouring industrial site enabling the land to be used to support business operations. The bylaws will now go to public hearing.
Capital Delivery Program Update
Council received an update on the City’s capital delivery program, outlining progress on a record $544 million investment in 2026 supporting hundreds of projects across parks, transportation, utilities and recreation facilities. The report also highlights improvements to planning, governance and delivery processes to help prioritize projects, improve reporting and ensure investments keep pace with growth and community needs.
