City Council approves 2025 Annual Report

Kelowna City Council has approved the City’s 2025 Annual Report, providing residents with a clear and transparent look at how public dollars were invested to support community safety, mobility, and long‑term infrastructure during a year of continued growth.
The report captures the momentum of a city growing with purpose, showing how disciplined investment, strong financial stewardship, and careful planning helped Kelowna meet rising demand while delivering reliable services residents depend on every day.
“In 2025, Council remained focused on investing wisely and managing that growth responsibly,” said Mayor Tom Dyas. “By strengthening community safety, accelerating critical infrastructure projects, and maintaining strong financial accountability, we’re building a community that is safe, connected, and positioned for the future.”
The report outlines how the City delivered major services and capital projects while keeping property taxes predictable and among the lowest in the province. Less than half of the City’s overall budget was funded through property taxes, with the remainder supported by user fees, partnerships, grants, reserves, and other non‑tax revenues—helping ensure growth continues to pay for growth.
Highlights from 2025 include:
- Community safety investments that strengthened RCMP, Bylaw, and Fire Services, while expanding alternative responses for people in crisis
- Transportation and transit improvements that enhanced safety, improved travel times, and expanded travel options across the city
- Record infrastructure investment in recreation facilities, parks, utilities, civic buildings, and airport infrastructure to support everyday services and long‑term community resilience
The 2025 Annual Report reflects progress across all six Council priorities and reinforces the City’s commitment to transparency, financial stewardship, and investing ahead of need.
