Neighbourhood Planning
Neighbourhood plans guide future development in an area, including the locations of parks and public spaces, development standards, and transportation solutions. A neighbourhood plan may be for an area of undeveloped land or for infill or redevelopment of an area of the community. Neighbourhood plans also provide a link between the high-level planning found in the Official Community Plan (OCP) and the regulatory detail of a Zoning Bylaw.
Background
On May 26, 2025 Council directed staff to accelerate the North Glenmore Sector Study. As an Official Community Plan implementation item Council has directed staff to work with Placemark, the consultants for the group of North Glenmore landowners, to deliver the Sector Study within one year.
The study is an exploratory step to understand how growth could extend beyond the City's growth boundary if needed over the next 30 to 50 years. This study would inform future planning work in the sector and would provide Council with an opportunity to decide if more detailed planning efforts are needed.
The North Glenmore Sector Study area represents approximately 1,600 hectares of land. It is bounded by McKinley Landing to the west, Highway 97 to the east, Lake Country to the north, and Quail Ridge and Glenmore Landfill to the south.
Work to date
So far, the study has at a high level, mapped the land, identified environmentally sensitive areas, agricultural land reserve, steep slopes, archaeological areas and other significant features. The study has also explored early growth concepts such as where walkable clusters of homes, parks and services could be located.
Next Steps
Council received a report on the North Glenmore Sector Study at the January 19, 2026 meeting and directed staff to continue with next phases in the study. The next phases will narrow early growth concepts to one preferred option and look in more detail at things like future road connections, transit potential, water and sewer needs, as well as long-term cost implications.

The North End is one of the most dynamic and diverse neighbourhoods in Kelowna, and it is changing rapidly. Set between Knox Mountain Park to the north and Clement Avenue on the south, the North End neighbourhood contains a range of distinct areas, from wartime residential housing, to long-established industrial businesses, and a young and growing Brewery District. With significant development on the horizon for this area, the City has prioritized a neighbourhood planning process for the North End. On April 8, 2025, Council endorsed the North End Plan, which will guide the area over the next 30 years and beyond.
Kelowna General Hospital has undergone significant expansion over the past few years, presenting various challenges that affect livability in the neighbourhood. We worked closely with the Interior Health Authority on a Hospital Area Plan to guide future redevelopment and address parking and transportation needs.
Overall, the Hospital Area Plan is a combined land use, transportation and parking strategy, with the goal of creating a vibrant health district that supports hospital-related services while maintaining the integrity of established neighbourhoods.
- Phase 1 of the project looked at land use issues between KGH and the residential neighbourhoods on the west side of Pandosy Street. The outcome was a new health services transitional area. Phase 1 Council item 3.1.
- Phase 2 examined on-street parking in the hospital area. This phase also considered long-term land use and transportation needs to direct growth and redevelopment in the area east of KGH. Phase 2 Council item 6.1.
The North Clifton Area Structure Plan was published in 2014 and details the opportunities and constraints of the area, community design, land uses, parks and open spaces, services and staging of development to take place within the project area. This plan addresses how these undeveloped hillside lands can be developed into a healthy, vibrant lakefront residential neighbourhood that will compliment surrounding neighbourhoods.
