Project Overview

The Burtch 3 DCC project is the reconstruction of Burtch Road between Highway 97 and Glenmore Road to a four-lane arterial, in coordination with the redevelopment of Parkinson Recreation Centre. The project was recommended in the 2040 Transportation Master Plan to improve the north-south connectivity and traffic capacity between Glenmore Road and KLO Road (in conjunction with the Burtch Extension).

The project includes upgrades and widening to Burtch Road and Bernard Avenue, active transportation improvements, and improvements to intersections on Burtch Road and Bernard Avenue between Highway 97 and Glenmore Road. The intersection improvements include:

 

·       Burtch/Harvey intersection: a new protected left-turn (green arrow signal) for northbound and southbound traffic on Burtch Road approaching Hwy 97/Harvey, an extended southbound left turn lane on Burtch approaching Highway 97, an extended eastbound left turn land on Highway 97, addition of a through lane in each direction of traffic on Burtch Road, and changing the existing conventional right-turn channels into smart channels with a sharper angle to improve safety.

·       Burtch/Lawrence intersection: addition of a traffic signal to enable pedestrians and cyclists to safely access the new multi-use path on the east side of Burtch Road, which will connect to the Okanagan Rail Trail, Highway 97 overpass, and new Parkinson Recreation Centre.

·       Burtch/RPRC Access: addition of a traffic signal to improve access to the Redevelopment of the Parkinson Recreation Centre and Apple Bowl.

·       Bernard/Burtch intersection: creation of a longer eastbound right-turn lane from Bernard Avenue to Burtch Road and a new northbound smart channel right turn from Burtch Road to Bernard Avenue, which will free flow into an additional eastbound lane on Bernard Avenue.

·       Bernard/Cherry Crescent East intersection: addition of a traffic signal to improve access to the neighbourhood and enable pedestrians to safely cross Bernard Avenue to use the new stairs and ramp to the new Parkinson Recreation Centre site.

The Burtch/Kelglen, Bernard/Vineland, and Bernard/Cherry Crescent West intersections will be restricted to right-in/right-out turns to reduce impacts to surrounding properties and direct traffic to the new signalized intersections at Lawrence and Cherry Crescent East, which will improve safety for drivers, pedestrians and cyclists.

Detailed design and construction will be coordinated with the redevelopment of the Parkinson Recreation Centre and upgrades on Spall Road.

Timeline

Construction of the project is expected to begin at Burtch / Highway 97 in July 2026 with completion anticipated by Fall 2027.
