Last call for feedback on proposed changes to 2040 Official Community Plan

The Government of B.C. requires all cities to update their OCPs to align with Housing Needs Assessments, BC Stats population projections, and recent provincial legislation by the end 0f 2025.
Key changes include:
- Updates to housing policies for clarity and consistency with the most recent Housing Needs Assessment
- Updates to the City’s growth scenario to demonstrate the City can meet anticipated housing needs through 2041
These updates are mandatory for all municipalities, but changes to the Kelowna’s plan will be relatively minor given that the 2040 OCP is and already largely aligned with provincial requirements. It’s estimated that Kelowna will need 45,000 new housing units between 2021 and 2041 to meet population growth and existing unmet needs – the current OCP can accommodate this growth without any changes to future land use designations.
Residents can learn about the proposed amendments and share their thoughts on Get Involved. The proposed amendments will be refined and presented to Council for consideration in the Fall, to be followed by a public hearing.
Going beyond the mandated changes, the City will review its capital plans and financing strategies to further support infrastructure development alongside housing.
