Temporary DCC relief
Council received a report outlining two options for temporary changes to Development Cost Charges to help improve housing project viability amid rising construction and financing costs. Council directed staff to explore a third option and prepare a report on the benefits and implications of a 25 per cent DCC reduction for a two‑year period.
Accessible Parking Program Update
Council received a report on proposed updates to the City’s Accessible Parking Program, including higher penalties for misuse, discounted parking and longer time allowances for permit holders, and improvements to the design and maintenance of accessible parking spaces. Council directed staff to send the recommendations back to the Accessibility Committee for further review.
Five-year Financial Plan
Council approved the 2026–2030 Financial Plan, setting the framework for City spending and investments over the next five years. The plan supports the delivery of essential services residents rely on while continuing investment in infrastructure, facilities and community amenities across the city.
2026 Budget and Annual Tax Rate Bylaw
Council approved the City’s final 2026 Budget and the Annual Tax Rates Bylaw, which establish funding for City services and programs for the year ahead. For 2026, the municipal tax demand increase is 4.40 per cent—one of the lowest rates in British Columbia—working out to about $115 for the average homeowner to support public safety, essential services and ongoing infrastructure investment.
