Inside the 2026 City Budget

Kelowna’s solid financial position keeps services reliable and taxes steady. Despite rising costs, the 2026 budget stays focused on top community priorities—take a look.

Stable services need stable funding

The 2026 budget marks the final year of the 2022–2026 Council term. At $1.05 billion, the budget maintains essential services, invests in key infrastructure, and keeps pace with rising costs for policing, transit, and construction. Explore how funding is allocated across service areas.

Only 20% comes from property taxes

Property taxes fund just one‑fifth of the 2026 budget—$216.2 million in total. By reducing reliance on taxes, the City keeps increases low. The proposed 4.37% increase includes 3.37% for essential services and capital work, plus a 1% levy dedicated to police and fire protection.

tax-funded Services

Nearly 50% goes to capital projects

The City has rapidly expanded its delivery of roads, parks, utilities, and other essential infrastructure—nearly tripling output since 2022. In 2026, close to half of the budget is invested in capital projects, each one prioritized through the City’s capital planning process and 10-Year Capital Plan.

Capital Spending by Service

Not all services are City services

While ambulances, housing, and justice reform are delivered by other governments, the City works closely with regional, provincial, and federal partners to bring essential services to Kelowna. Through advocacy and collaboration, we advance public safety, bail reform, rapid safety‑net housing, and other Council Priorities.
