Zones at-a-glance

Kelowna is divided into a number of zones that determine land use and the form, siting, height, and density of all development. Zones
Agricultural (A)

The purpose of the Agriculture (A) Zone is to designate and preserve land for agricultural uses as well as other complementary uses suitable to an agricultural setting. A maximum of one single dwelling house is permitted; under some circumstances, a secondary suite may permitted.

Principal uses

Some principal uses in this zone are:

  • agriculture
  • greenhouses and plant nurseries
  • intensive agriculture
  • single dwelling housing
  • utility services, minor impact

Rural Residential (RR)

The purpose of the Rural Residential (RR) zones are to designate land for rural residential development, and secondary complementary uses, on larger lots in areas of high natural amenities and limited urban services. These include RR1, RR2, and RR3 based on lot size and servicing. A "C" designation means the property can have a carriage house as a secondary use.

  • greenhouses and plant nurseries
  • single dwelling housing

Urban Residential (RU)

The purpose of the Urban Residential (RU) Zones are to designate land for single detached housing, two dwelling housing, and compatible secondary uses on serviced urban lots. A "C" designation means the property can have a carriage house as a secondary use. RU7 - Infill housing is a new Urban Residential Zone. Multiple Unit Residential (RM)

The purpose of the Multiple Unit Residential (RM) zones are to designate land for multiple dwelling housing and secondary compatible uses. This type of housing includes townhomes, condominiums, micro-suites, rentals, and apartments.

Some principal uses in this zone are:

  • community garden
  • multiple dwelling housing
  • supportive housing
  • micro-suite housing

Hillside Residential (RH)

The purpose of the Hillside Residential (RH) Zones are to designate land for residential development on hillsides or near steep slopes. Regulations regarding setbacks and site coverage assist with minimizing visual impact of development in these areas.

  • community garden
  • single dwelling housing
  • two dwelling housing
  • multiple dwelling housing

Commercial (C)

The purpose of the Commercial (C) Zones are to designate land for specific commercial uses and services that may be required on a daily basis. An "rls" designation means the zone is approved for Retail Liquor Stores, and an "lp" designation means the zone supports Liquor Primary establishments.

  • child care centre, major
  • community garden
  • personal service establishments
  • retail stores, general
  • food primary establishments
  • breweries and distilleries
  • health services
  • commercial schools
  • offices
  • hotels and motels
  • thrift stores

Industrial (I)

The purpose of the Industrial (I) Zones are to designate land for the development of industrial activity. These zones range from business industrial to heavy industrial depending on the location.

Principal uses

Some principal uses in this zone are:

  • analytical testing
  • animal clinics, major
  • business support services
  • commercial storage
  • contractor services, limited
  • custom indoor manufacturing
  • emergency and protective services
  • food primary establishment
  • general industrial uses
  • liquor primary establishment, minor
  • medical marihuana production facilities
  • participant recreation services, indoor
  • private clubs
  • utility services, minor impact

Public & Institutional (P)

The purpose of the Public & Institutional (P) zones are to designate land primarily for parks, public use, government use, or institutional use.

Principal uses

Some principal uses in this zone are:

  • agriculture, urban
  • community garden
  • community recreation services
  • detention and correction services
  • emergency and protective services
  • exhibition and convention facilities
  • extended medical treatment services
  • government services
  • health services
  • participant recreation services, indoor
  • private clubs
  • parks
  • public libraries and cultural exhibits
  • non-accessory parking
  • recycled materials drop-off centres
  • religious assemblies
  • spectator entertainment establishments
  • utility services, minor impact

Health District (HD)

The purpose of the Health District (HD) Zones are to designate land for the comprehensive development of buildings that provide health services including the Kelowna General Hospital, Interior Health Authority, and the University of British Columbia Clinical Academic Campus.

Principal uses

Some principal uses in these zones are:

  • hospital
  • health services, major and minor
  • personal service establishments
  • single detached housing

Comprehensive Development (CD)

The purpose of the Comprehensive Development (CD) Zones are to designate land which will allow for the creation of comprehensive site-specific land use regulations in cases where other zones would be inappropriate or inadequate. Considerations are made based on existing or future surrounding developments, and the interest of the applicant and the public.

Application

This zone shall only be created where the following conditions are met:

  • the proposed development is, in the opinion of Council, considered appropriate for the site, having regard for the policies and objectives of the Official Community Plan and any other applicable municipal plan or policy; or
  • the use of any other zone of this Bylaw to accommodate the proposed development would, in the opinion of Council, result in potential conflicts with the scale and character of existing or future surrounding development, should the full development potential of such zone be utilized; or
  • the proposed development is of a scale, character, or complexity requiring comprehensive planning and implementation that, in the opinion of Council, is of a unique form or nature not contemplated or reasonably regulated by another zone.

Current CD zones

Our current comprehensive development zones are listed in the Zoning Bylaw and labelled on the map with CD, followed by the reference number of the CD zone.

CD1 - Comprehensive Development One

The purpose of the CD1 zone is to provide for the development of residential units which include one or more land use designations, in conjunction with an officially designated heritage building, as an integrated unit based upon a Comprehensive Development Project. Density and open space are based on an averaging of all lands within the development.

CD2 - Kettle Valley Comprehensive Residential Development

The purpose of CD2 is to provide a zone for the development of a variety of residential uses, a mixed-use village centre, institutional, and park uses all integrated into a planned residential neighbourhood.

CD3 - Comprehensive Development Three

The purpose of the CD3 zone is to permit the development of a comprehensively planned, integrated community consisting of multi-family residential uses and local commercial uses.

CD4 - Comprehensive Small Lot Residential

The purpose of the CD4 zone is to provide for the development of a comprehensively planned small lot, single family bareland strata residential development.

CD5 - Multi-Purpose Facility/CD5lp – Multi-Purpose Facility (Liquor Primary)

The purpose of the CD5/CD5pl zones is to designate and preserve land for the orderly development of a Commercial and Public Athletic and Recreation Facility and the adjacent commercial lands, which shall provide for high density residential, office and commercial uses not provided for in the intended purposes of the C-3 and C-7 (B/L 4500) zones. Such commercial uses shall include retail stores and shops customarily oriented to random, comparative pedestrian shopping and shall be complementary to and supportive of the Commercial and Public Athletic and Recreation Facility.

CD8 - Heritage Industrial/CD8lp/rls – Heritage Industrial (Liquor Primary/Retail Liquor Sales)

The purpose of CD8/CD8lp/rls is to provide a zone for the preservation of land and buildings, with heritage value, for a range of industrial, commercial, and institutional uses.

CD9 - Heritage Commercial

The purpose of CD9 is to provide a zone for the preservation of land and buildings, with heritage value, for institutional uses which are compatible with residential neighbourhoods.

CD10 - Heritage Cultural

The purpose of CD10 is to provide a zone for the preservation of land and buildings, with heritage value, for low density residential uses and secondary commercial uses related to arts and cultural activities which are compatible with residential neighbourhoods.

CD12 - Airport/CD12lp/rls – Airport (Liquor Primary/Retail Liquor Sales)

The purpose of CD12/12lp/rls is to provide a zone for the orderly operation of an airport.

CD14 - Comprehensive High Tech Business Campus

The purpose of CD14 is to provide a zone for high tech research and high tech product design and other complementary uses, where these uses are comprehensively planned within a business campus.

CD15 - Airport Business Park

The purpose of CD15 is to provide a zone for the development of a comprehensively planned business park for high technology and general industrial and business uses to complement the City’s northern gateway development node. This zone will also provide for a neighbourhood commercial area as part of the airport business park development.

CD16 - Bingo and Gaming

The purpose of CD16 is to designate a zone for bingo and related gaming uses and other complementary uses.

CD17 - Mixed Use Commercial - High Density

The purpose of CD17 is to provide a zone for large scale mixed-use commercial/residential developments.

CD18 - McKinley Beach Comprehensive Resort Development

The purpose of CD18 is to provide a zone for the development of a comprehensively planned multifaceted destination community having a variety of commercial and accommodation uses organized around a central lifestyle village.

CD20 - Comprehensive University Development Zone

The purpose of the CD20 zone is to allow the full range of academic, research and miscellaneous supporting land-uses essential to a leading-edge university program and campus.

CD22 - Central Green Comprehensive Development Zone

The purpose of the CD22 zone is to provide for the integrated design of a comprehensive development of the Central Green Lands as a low environmental impact mixed use development.

CD23 - Public Market and Open-Air Market

The purpose of CD23 is to provide for an agribusiness and agritourism zone that meets local and tourist demand for agricultural products, services and experiences. Due to the seasonal nature of agriculture, this zone also provides for a flexible range of secondary uses which serve local residents on a year round basis.

CD24 - Comprehensive Development Zone

The purpose of the CD24 zone is to provide for the integrated design of a comprehensive mixed-use development which includes tourist commercial and residential uses.

CD25 - Light Industrial-Residential Mixed Use Zone

The purpose of the CD25 zone is to permit a mixed light industrial and residential use development. The development will consist of residential uses in combination with small light industrial uses to be contained in the same structure. The purpose for this zone is to provide for a transition between the adjacent residential on one side and the light industrial on the other side. This strategic use of the site allows a residence in close proximity to a superior class of clean industrial and office space where compatibility amongst all uses is paramount.

CD26 - Capri Centre Comprehensive Development Zone

The purpose of the CD26 zone is to provide the framework for the existing uses and for the redevelopment and use of the Capri Centre in stages, over time, with a mixture of commercial and residential uses that serve more than one neighbourhood.

CD27 - Valley Land Subdivision

The purpose of CD27 is to provide a zone for the orderly multiple unit residential development of the properties at the intersection of Valley Road and Summit Drive.
