City of Kelowna Master Municipal Construction Documents (MMCD) Infrastructure Data Standards
The City of Kelowna has adopted BC’s Master Municipal Construction Documents (MMCD) Infrastructure Data Standards (IDS) for Infrastructure Delivery and Development Engineering projects. MMCD IDS is a suite of standards and a data delivery specification, based on Autodesk Civil 3D, that brings consistency to survey, engineering, drawing production, construction and post construction data delivery workflows.
The main drivers for the City’s adoption of MMCD IDS are as follows:
1. Standardized Data Deliverables – for optimized GIS update procedures
2. Engineering Drawing Appearance Consistency – for design review and construction
The City of Kelowna also wishes to align workflows with data governance practices outlined in ISO 19650 – Organization and digitization of information about buildings and civil engineering works (BIM) – information management using building information modeling.
Administrative Policy – Engineering Drawing and Data Submission Requirements
City of Kelowna Administrative Policy Engineering Drawing and Data Submission Requirements outlines Record Drawing submission requirements, along with new requirements for the submission of a post construction Project Information Model (PIM) drawing. The PIM is a data delivery specification based on asset types maintained in the City’s GIS.

The City of Kelowna Record Drawing and PIM Checklist document is required to be filled out by designers and provided with the projects Record Drawing and PIM submissions.

Feature Representation Tables and Asset Attribution Diagrams
The PIM specifies how assets are to be represented in an ACAD/C3D drawing, and additional attribution required by those assets. The Feature Representation Tables describe how features are to be represented (C3D structure, ACAD block etc., with details), and the Asset Attribution diagrams describe additional attribution required. Attribution is accommodated using Autodesk Map 3D object data tables which are provided in the drawing template.
The documents below describe the Project Information Model (PIM) required by the City of Kelowna that is to accompany and accurately represent “as constructed” conditions, and only reflects newly created assets.

All design project assignments that have started in 2025 are required to meet the Project Information Model (PIM) data delivery specifications as outlined in the documents below.
