Many City-operated facilities in Kelowna offer room and facility rentals that can accommodate a diverse range of needs for community and multi-cultural events, birthday parties, meetings and more.
City of Kelowna venues are rented by many different community groups, representing a wide range of purposes and viewpoints. Views and messages of groups using City spaces do not necessarily reflect the City’s views.

The Kelowna Community Theatre has two spaces available for public rental and is well equipped to serve any conference, class, performance, meeting or reception needs. The complex includes an 853-seat theatre including a 236-person capacity lobby with complete backstage amenities and a 1,200 square foot Black Box Theatre (rehearsal hall). With state-of-the-art technical systems and our professional staff, your event will be well-managed from start to finish.

All renters must provide proof of liability insurance appropriate for the Facility Use Agreement. The insurance policy must be valid on the date(s) of the rental, be no less than $2 million per occurrence and must name the City of Kelowna as the additionally insured.
Insurance for most events is available through All Sport Insurance Marketing Ltd. Should a renter choose to purchase this insurance, we can forward the request and payment directly to All Sport Insurance at the time of booking.
If an event will be serving liquor, a Permission to Apply Form and Special Event Permit must be approved by the City and security must be on site during the rental (at the renter's cost). The renter must comply with the Designated Driver Awareness Program as per Council Policy 310 and all other laws, regulations and bylaws in its use of the facility.
The Society of Composers, Authors and Music Publishers (SOCAN) is Canada’s national performing rights society. Its role is to license the public performances of music in return for performing rights fees.
Re:Sound is the Canadian not-for-profit music licensing company dedicated to obtaining fair compensation for artists and record companies for their performance rights.
The Copyright Act of Canada requires that users of any music pay SOCAN and/or Re:Sound Tariffs to perform or authorize others to perform or use copyright music. Performances of music in public, whether in restaurants, clubs, hotels, banquet halls, dance halls, offices, stores etc., all require payment of the tariffs whether performed live or by recording and/or when broadcasting, communicating or playing recorded music in public.
The City may require the renter pay for additional services of bonded uniformed security at functions.
For example:
- Any events serving liquor will require security on site.
- Any events after operational hours will require security to open / close the facility.
We may require the renter to pay for setup and takedown, and additional janitorial services.
If setup and takedown of the rental space is required such as tables and chairs, an additional cost will apply in alignment with the associated staff support per hour wage, at a minimum of two hours.
We strive to respond within 10 business days, however during busier seasons such as holiday seasons, this may take up to three weeks.

All bookings are subject to a cancellation fee. Cancelled bookings regardless of the number of days’ notice will result in the forfeit of the Rental Deposit as outlined in the General Fees and Charges section of the rental contract. If the Agreement Holder (renter) delivers written notice of the cancellation at least 14 days prior to the event, the renter is not required to pay the full rental fee. If within the 14 days, the full Rental Fees may apply. Transfer of rental deposit may be allowed at the sole discretion of the City.
At this time, due to space limitations, rentals within the City of Kelowna are considered only for one-off events or occasions, with priority given to non-profit organizations or functions. Repeat bookings may be permitted at the sole discretion of the City for non-profit event purposes, if space allows within the seasonal limitations of the City’s allocation guidelines.
A Special Occasion Permit is required for all events with alcohol which the renter must obtain through the provincial government. Upon proof of completion the City requires a security guard, to be arranged by the City, to be onsite during the period when alcohol is served. The security rates are at the expense of the renter.
Typically within 7 to 10 business days after the event, the damage deposit will be issued back to the renter.
Staff require a minimum of five (5) business days to alter rental request prior to the rental as a large number of rental requests are reviewed and processed. Please note that alterations to a signed agreement are subject to an administration processing fee.
Yes, depending on the season, there is either air conditioning or heating to ensure a comfortable experience.
Most facilities, other than City Hall Meeting Rooms, do not include a projector and screen. For professional presentations you are permitted to bring your own equipment in or hire an audio-visual company.
Aside from Parkinson Recreation Centre during regular business hours, all other facilities will have security meet patrons to open and close the building. This cost is part of the rental fees and contract. Keys are not provided.
