Parking tickets

Municipal parking tickets (Bylaw Offence Notices) are issued by City Bylaw Enforcement and Traffic Officers and by Kelowna parking staff/contractors. City Bylaw Enforcement and Traffic Officers enforce all regulated free parking.

Pay online 

Pay by MasterCard or Visa through the City's secure online payment system

Pay in person 

Tickets can be paid in person from Monday to Friday at the following locations: 

  • Kelowna Parking Office (at the Library Parkade, south frontage), 102 - 1360 Ellis Street, 9 a.m. to 5 p.m.  
  • City Hall, 1435 Water Street, 8 a.m. to 4 p.m 
  • Bylaw Services Office (at the Memorial Parkade), 100 - 1420 Ellis Street, 8 a.m. to 4 p.m. 

For after-hours payments, drop boxes are located at the Chapman Parkade (345 Lawrence Ave) and near the Library Parkade on the west wall of the library near the after-hours book drop. 

Pay by mail 

All tickets can be paid by mail to: Revenue Branch City of Kelowna 1435 Water St Kelowna BC V1Y 1J4 

Requests for service or enforcement

You can visit our online services page to perform actions such as paying for parking or parking tickets, reporting parking violations and requesting maintenance for a City parking lot or parkade. 

Parking responsibilities by department

Parking responsibilities are divided between four departments. 

  • Kelowna Parking: Management of monthly parking permits, cleaning of parkades and parking lots, and enforcement in pay parking areas. 
  • Parking Services: Requests for new parking restrictions (petitions), new signage and enforcement of time restricted areas. 
  • Bylaw Services: Enforcement of abandoned vehicles and all parking violations outside of pay, time restricted or institutional parking areas. 
  • Traffic Operations: Repair of existing parking related signage and requests for new parking restrictions related to sightline and traffic safety concerns. 
Service request process

When a complaint or concern is received, a service request will be initiated for tracking purposes.  Please include your name, address, phone number, and a description of the issue. This information is confidential and will not be released to anyone without consent, or if required in a court of law or adjudication hearing. Anonymous complaints will not be accepted. 

Service Requests are then classified according to the following priority system:  

  • Priority one: Health and safety 
  • Priority two: City liability 
  • Priority three: Nuisances 
  • Priority four: Nominal infractions 

The assigned officer may, at their discretion: 

  • Issue a warning notice 
  • Issue a bylaw offence notice 
  • Issue a bylaw offence notice and tow a vehicle 
  • Take no enforcement action 

The officer must be satisfied there is sufficient evidence to support a charge before an offence notice may be issued. If required, Parking Services may contact you to provide a statement or appear as a witness if the matter is disputed and proceeds to adjudication.
