Residential & Visitor Permit

Kelowna has six residential parking zones with one‑ or two‑hour limits for on‑street parking. Residential and visitor permits allow you to park for up to 24 hours within the zone. You can petition to add or change restrictions

1. Total visitor permits cannot exceed one per seven metres of eligible frontage.
2. One short‑term visitor permit may be issued for a family emergency (valid for one month).
3. Each unit must choose EITHER one residential permit OR one visitor permit.

Apply for or renew your permit

Residential and visitor permits are valid for up to one year. The City does not send renewal reminders.

Apply in person:

    Monday to Friday, 8 am - 4 pm (closed statutory holidays)

Bring:

  • Licence plate number registered to your name
  • Vehicle licensing documents showing the permit address
  • One additional proof of residency:
    • Driver’s licence with permit address
    • Utility, phone, or cable bill
    • Property tax receipt
    • Bank or credit card statement
    • Tenancy agreement
    • Canada Post change‑of‑address confirmation

Payment methods: Visa, MasterCard, Amex, debit card, cash or cheque

Fees:

  • Residential permits: $38 + tax*
  • Visitor permits: No charge

* Fee exemptions may be granted when a property has no compliant on‑site parking under the Zoning Bylaw or when physical access to on‑site parking is not possible, as per Council Policy No. 366.

Where you can park

Permit holders may park for up to 24 hours—the maximum allowed on any City street—within their designated zone. Check the residential parking map to confirm your zone boundaries.

Out of courtesy to neighbours, residents are encouraged to park in front of their own residence when space is available. However, permit holders do not have preferential parking in front of their property. Streets are City‑owned and available for anyone to park.

Displaying your permit

  • Hangtags: place on your rearview mirror.
  • Decals: affix to the inside of the lower‑left driver’s side of the windshield or rear window.
  • Your permit must be clearly visible to enforcement officers and not obstructed in any way, or a fine may be issued

Transferring a permit

  • Residential parking permits cannot be transferred; you must apply for a new permit.
  • Permits are issued to a specific vehicle licence plate and are valid only within one residential permit zone.
  • If you change vehicles and receive a new licence plate number, your existing permit becomes invalid.

Visitor permits

  • Visitor permits are for visitors only—not residents, permit holders, or vehicles registered to the address.
  • The visitor must be present at the residence while the permit is in use.
  • Misuse may result in ticketing, towing, cancellation of all permits for one year, and possible denial of future visitor permits.

Time limits

  • Traffic Officers patrol time‑restricted residential areas.
  • Parking longer than the posted limit without a valid, clearly displayed permit may result in a ticket or towing at the owner’s expense.

Accessible Parking Permit

Get a temporary or permanent accessible parking permit to access no-charge parking in designated accessible stalls for up to 24 hours. Permits must be renewed when they expire.

Kelowna honours valid SPARC BC permits in accessible stalls throughout the city.

Check your eligibility

You may qualify for a temporary permit (up to one year) or a permanent permit (three years) if a physician confirms you have a mobility‑related need, such as:

  • Needing an extra‑wide stall to enter or exit your vehicle
  • Being unable to walk more than 100 metres
  • Being legally blind

Businesses may also apply for temporary permits for individuals who require accessible parking.

Permits show the registered owner’s name and signature.

Motorcycles: Apply directly through SPARC BC 

Bring: Completed individual application form OR organization application form

Fee: $26 fee (includes tax)

Renew your permit

Renewal dates:

Permanent permits are valid for three years. Expiry dates are hole punched on the permit.

Temporary or organizational permits are valid for one year.

The City does not send renewal reminders.

Renew in person:

Bring:

  • Expired permit
  • New doctor’s certificate required for temporary permits only

Fee: $24 fee (includes tax)

Payment methods: Visa, MasterCard, Amex, debit card, cash or cheque

Organizational permits can be renewed alongside your business licence.

Where you can park

Permit holders may park at no charge in:

  • City‑owned parking lots and parkades (see map)
  • Designated accessible stalls (see map)

While posted time limits do not apply to accessible stalls, no vehicle may remain parked in the same block, City lot, or parkade for more than 24 hours.

Know the rules

Accessible parking permits must be used correctly to remain valid. Improper use may result in fines, towing, or cancellation of your permit.

Displaying your permit

  • Always hang your permit from the rearview mirror while parked.
  • “Permanent” or “Temporary” appears on the front; the registered owner’s name and signature are on the back.
  • Vehicles parked in accessible spaces without a valid permit displayed may be ticketed or towed at the owner’s expense.
  • A $100 fine may be issued if the permit is expired or not displayed. The registered owner is responsible for all fees and fines.
  • Questions about City of Kelowna fines or rules should be directed to the issuing department listed on the back of the Bylaw Notice.

Who can use the permit

  • The permit follows the person, not the vehicle. It must travel with the permit holder, whether they are driving or being driven.
  • The permit cannot be lent, shared, or used if the permit holder is not present or not leaving the vehicle.
  • Each individual may hold one accessible permit. Individuals cannot hold permits from multiple jurisdictions at the same time.
  • Misuse—including using two permits from different jurisdictions—may result in cancellation of City‑issued permits.

When is payment required
Permit holders must pay to park in:

  • metered on‑street parking (except designated accessible stalls)
  • privately-owned parking lots (e.g., hospital, Prospera Place).

Parking etiquette

  • Leave enough space for vehicles with side lifts or ramps.
  • Do not park in “wheelchair lift vehicle” stalls unless you have a lift‑equipped vehicle.

BC Veteran Plate Permit

Vehicles with a registered BC Veteran licence plate can receive complimentary on‑street parking in Kelowna. The licence plate must be registered with ICBC in the name of the applicant.

You only need to register once per licence plate.

  2. Submit your ICBC registration document(s) to Parking Services:

Complimentary parking does not apply in:

  • City‑owned parking lots or parkades
  • Privately operated lots (e.g., Hospital, Prospera Place)
  • Time-limited on-street parking in residential zones past the posted time limits
Know the rules

By registering for this permit, you agree to the terms outlined in Traffic Bylaw No. 8120:

  • The licence plate must be registered with ICBC in the name of the applicant.
  • Registration is required once per licence plate and stays valid as long as the BC Veteran plate remains actively registered with ICBC.
  • Veteran plates do not exempt vehicles from other parking rules (e.g., no‑parking zones, time restrictions, permit‑only areas, loading zones).
  • All posted time limits apply — you may park for the maximum posted duration, but not longer.

Eco-Pass EV Permit

The Eco‑Pass provides up to two hours per day of no‑charge on‑street parking for eligible plug‑in electric vehicles. The permit is valid for one year and cannot be renewed.

Permit holders enjoy complimentary 2-hour parking in paid on-street parking areas.

The permit does not apply in parkades, City‑owned lots, or privately operated lots.

  • The eco-pass parking permit program is governed by Council Policy No. 375.
  • The Eco‑Pass does not exempt vehicles from other parking rules (e.g., no‑parking zones, time restrictions, permit‑only areas, loading zones).
  • All permits are valid for a period of one year and cannot be renewed.

Reserved On-Street Construction Permit

Reserved on‑street permits are available for construction projects that need temporary use of curbside space and pay parking areas. These permits are not issued for personal vehicles.

Know the rules
  • Construction permits are available only if the residence is unoccupied and there are no other valid Visitor (Temporary) Permits for the address.
  • Construction vehicles, while working at an unoccupied Residential Permit Eligible Dwelling may be issued Visitor (Temporary) Permits valid for a period not greater than 4 months.
  • A valid building permit must be in place for the subject property and the number of passes issued may not exceed the available street frontage (1 permit per 7 metres).

Residential Parking Petition

Residents can request the creation or removal of time‑restricted residential parking zones through a formal petition process.

Petition for a residential time restriction

To request a time‑restricted residential zone (e.g., one‑ or two‑hour limit), the petition must show support from at least 70% of residents in the affected area (minimum one block).

Only one resident per dwelling unit may sign.

Petition for a residential parking only zone

To request a Residential Parking Only zone, the petition must show support from at least 80% of residential‑permit‑eligible dwelling units on both sides of the block (between two intersecting streets).

A request will only be considered if all other parking management options, like residential time restrictions, have been exhausted and the following criteria are met:

  • The block has insufficient off‑street parking (total off‑street spaces are fewer than required under Zoning Bylaw No. 8000).
  • With a one‑hour limit in place, peak occupancy exceeds 90%, with at least 50% transient parking.
  • Unless approved as part of a Council‑approved area parking plan, implementation may be limited to one side or 50% of the block (determined by Parking Services Manager, Traffic Operations Supervisor, or Parking Operations Coordinator).
  • The block is within 500 metres of a high‑parking‑generator (e.g., commercial area, institution). Restrictions will match the generator’s peak hours (daytime, overnight, or full‑time).
