A better way to park

Our parking system isn’t just about stalls and meters — it’s a service that keeps Kelowna moving, supports local businesses, and protects taxpayers. Everything we do ensures parking remains fair, reliable, and sustainable for everyone, with modern facilities available across our five urban cores.

 

Parking strategy

Parking rules, regulations, and rates are part of Kelowna’s city‑wide parking management strategy, endorsed by Council in January 2014. The strategy is guided by a set of parking management principles that shape every decision we make:

1. Short‑term parking stays available when you need it
We prioritize quick‑turnover spaces so residents, visitors and customers can reliably find parking near shops, services and community destinations. This means shifting away from using public spaces for long‑term storage of vehicles.

2. Parking pays for itself—not through your taxes
Every part of the system has real costs: building and maintaining lots, equipment, enforcement, technology upgrades, customer service tools, land, and ongoing management. By design, parking revenue covers these costs so general taxation doesn’t have to.

3. Better tools and options for a smoother parking experience
Modern payment choices, fair practices and real‑time information make parking easier to find and use. These improvements also support vibrant business areas and balanced neighbourhoods.

4. A transportation network that works for everyone
Parking is one piece of a bigger mobility picture. To reduce congestion and support transit, walking and cycling, parking can’t be unlimited and ultra‑cheap. Balanced pricing helps encourage healthier, more sustainable travel choices.

5. Strong partnerships with businesses, institutions and developers
The City coordinates parking policies with private and institutional partners so the whole system—public and private—works efficiently and cost‑effectively

Parking fees and rates

Parking fees fully fund the parking system with no reliance on property taxes. Revenue covers day‑to‑day operations — enforcement, signage, and maintenance of parkades and lots — and any net revenue goes into reserve funds that renew infrastructure and support major future investments. This ensures the system remains self‑sustaining and protects taxpayers.

Rates follow Schedule A of Traffic Bylaw No. 8120 and are adjusted annually for inflation.

Delivering a safe, clean and reliable parking system takes a coordinated team. Four City departments work together so residents get consistent service and quick responses when something needs attention.

Kelowna Parking
Keeps daily operations running:

  • Cleans and maintains parkades and lots
  • Enforces rules in pay‑parking areas

Parking Services
Helps neighbourhoods and businesses shape parking that works for them:

  • Handles petitions for new parking restrictions
  • Installs new signage
  • Enforces time restricted parking

Bylaw Services
Steps in where parking becomes a safety or community concern:

  • Addresses abandoned vehicles
  • Enforces parking violations outside pay parking, time restricted zones, or institutional parking areas.

Parking area plans help the City proactively manage change and respond to the evolving needs of neighbourhoods as Kelowna continues to grow. They give us a structured way to address:
