Highlights from March 2 Council meeting 

   

3090 Holland Rd apartment

Council advanced a rezoning application for properties at 3090 Holland Road and 1240 KLO Road to allow apartment housing along a Transit Supportive Corridor. Final adoption will be considered at a later meeting following completion of standard legal requirements.

Two-tiered pricing for sport and recreation services

Council received a report on a proposed two‑tiered pricing strategy that would set higher recreation fees for non‑residents. Council decided not to proceed after the analysis showed limited financial benefit, potential declines in participation, added administrative costs and impact on sport tourism.

Density Bonus program review

Council received a report outlining proposed updates to the City’s Density Bonus program, including a focus on affordable housing and better alignment with new provincial legislation. Council directed staff to proceed with preparing bylaw amendments.

Delegated authority in the Heritage Conservation Area

Council did not support a staff recommendation to amend the Development Application and Heritage Procedures Bylaw No. 12310 to remove staff delegated authority for Heritage Alteration Permits in the Heritage Conservation Area. Staff will continue to have delegated authority to issue Heritage Alteration Permits with minor variances as defined in the Development Application and Heritage Procedures Bylaw.

Amendment to Bylaw Notice Enforcement Bylaw

Council approved a bylaw amendment to update the penalties structure for the Fire and Life Safety Bylaw No. 10760.
