Urban Centre Program

The City of Kelowna has a number of policies that focus attention on Urban Centres. Urban Centres have evolved as highly urbanized concentrations of different land uses that are mixed together in a pleasing and environmentally/financially sustainable manner. Four Urban Centre's are identified in the Official Community Plan - City Centre (Downtown), Pandosy By The Lake, Highway 97/Springfield and Rutland.

Urban Centres attract a healthy demographic mix of people with numerous opportunities for social interaction. The Centres contain buildings and public spaces that foster pedestrian friendly environments. They provide facilities and services, including commercial components, to those living in the area as well as those living in other parts of the community.

In 1999 the Downtown Plan provided some detail on the proposed direction for continued redevelopment in the downtown area. Other planning ventures such as the CD21 zone and Bernard Avenue Revitalization project aim to revitalize Kelowna's downtown.  

Council has recently approved amendments to the OCP and Zoning Bylaw in support of increased density and taller buildings in Rutland.  New C7 development similar to Downtown is now possble in Rutland.  Follow the link below to view a map of the Rutland Town Centre outlining the areas where C7 zoning could be considered.
