Business Improvement Areas

BernardAve.pngA Business Improvement Area (BIA) is an association of property owners and tenants within a specified district, who join together with official approval of the City in order to stimulate business and promote their commercial area.

Kelowna boasts two Business Improvement Areas:

Establishing a Business Improvement Area

Business Improvement Areas can be established under Section 215 of the Community Charterexternal_link_12.png by a group of area business owners or council directive. Typically, BIAs are approved for five-year terms.

Once approved, the City collects money from commercial landowners for the specific purpose of improving area infrastructure by beautifying or maintaining streets, sidewalks or municipally owned land, buildings or other structures. Monies also go towards supporting the improvement area association. Collected funds are based on a rate of the assessed land and improvement values within the business improvement area boundaries.
