Residential DevelopmentBuilding or renovating your house can be a lengthy and detailed process, but the City of Kelowna is committed to working with residents to get you through the development and/or building permit process as quickly and efficiently as possible.

Development Applications

Building Permits
Once you've completed any development permits (if necessary), you can apply for building permits at City Hall. See the online checklists for what to submit with your building application. Depending on the complexity of the application, initial plan check takes approximately two weeks for a single family dwelling.
The ProcessMost applications at the residential level are not referred to the Advisory Planning Commission (APC), but are instead evaluated directly by a staff development review team and considered by Council. Applications can take anywhere from a couple week to 6 months. Timing will vary depending on the size, type and complexity of the project.
Applications can be submitted with payment to the One-window service centre on the second floor of City Hall. Most residential applications (not reviewed by APC) cost $578 each. For full costs see the Development Applications Fee bylaw.
