Uptown Rutland
Uptown Rutland has been a focus of a number of key urban planning initiatives to help lend to the revitalization of Rutland Town Centre.
As part of this strategy, improvements are intended to enhance the enjoyment and aesthetic appeal of the area. They are also intended to thematically unify the area and enhance its identity by drawing on the qualities that make Rutland a distinct community.
What's new
The City of Kelowna has been working with the Rutland Residents’ Association, URBA, Rutland Park Society, BC Transit and the Ministry of Transportation & Infrastructure in the development of conceptual plans followed by a phasing strategy for implementation.
The preliminary design for Phase 1 is underway with the participation of the stakeholders. These improvements include:

Three new bus pull-outs on Highway 33 at Dougall Road and Hollywood Rd.

The extension of Shepherd Road between Dougall Road and Asher Road;

Construction of new sidewalks and streetscaping treatments (i.e., landscaping, new lighting, waste receptacles) on the west side of Dougall Road, between Hwy 33 and Froelich Road.

Streetscaping along the above noted section of Shepherd Road and along the north side of the existing section of Shepherd Road between Asher Road and Roxby Road.

Temporary bus stop improvements (large transit shelters, new pedestrian benches, waste receptacles) on Highway 33 and on Rutland Road.
Once completed, these improvements valued at approximately $3.7 million are expected to be completed by the end of 2012.

Future phases
In the fall, further community consultation will take place to develop preliminary designs for future phases which will look at extending Shepherd Road to Rutland Road and support the vision for Highway 33 to include a number of improvements within the Town Centre.
These improvements ensure circulation to the businesses, safer traffic operations along the highway corridor.
