Referenda

A referendum to obtain the assent of the electors must be held according to the rules and regulations set out in the Local Government Act for “other voting”.  These rules provide for who may vote, when the vote is to occur, how the votes are to be counted, and a myriad of other aspects of the process (essentially the same way as the legislation sets out the rules and regulations for voting in a municipal election).

Referenda are often “piggy-backed” on municipal elections due to the fact that they require much of the same preparation and cost as elections, however at times they are also held as stand-alone opportunities as well.  A City-wide stand-alone referendum in Kelowna would take considerably more time to prepare for and hold than an AAP, and would cost approximately $70,000.
