Sports grants

We recognize the need for financial aid to support the competition, education and event hosting needs of our locally-based sport community.  In response, the following community sport grants have been established: Sport Education Grant, Sport Event Grant and Athletic Excellence Grant.

Community Sport Delivery Grant

The Community Sport Delivery Program (CSDP) has been created to support the staffing needs (i.e. Head Coach, Administrator) of Local Sport Organizations and assist in the delivery of local sport participation and performance initiatives. This grant will fund paid positions to ensure the provision of a wide range of programs and services to athletes, coaches, and volunteers from the grassroots to competitive levels that align with the Canadian Sport For Life (CS4L) Model.

Community Sport Delivery Program Grant Application

Criteria
  1. Selection of deserving local sport organizations will be based on the following criteria:
  2. Applicants must be a local not-for-profit sport organization (charitable status not required) based and operating in Kelowna.
  3. Applicants must be fully endorsed/supported by their provincial sport organization.
  4. Grant funds must be at least equally matched (in cash) and are only to be used for the approved paid position within the sport organization.
  5. Program funds must be used for new paid positions (not for existing paid positions).
  6. Applicants must be able to demonstrate the organizational need and capacity to support the position.
  7. Applicants must be able to lever the CSDP contribution with cash and/or in-kind support (above and beyond the matching component) to be directed towards the paid position.
  8. Applicants must not be in a deficit financial situation or have an outstanding receivable with the City of Kelowna.
  9. Priority will be given to: sports that participate in BC Games, Canada Games, Olympic and Paralympic Games; and, to sport organizations that have a plan to provide programs and services that align with the Canadian Sport for Life model and show evidence of a pathway from participation to performance.
Funding levels

Funding levels will adhere to the following guidelines:

  • The maximum funding allocation to any one local sport organization will be $10,000.00 over the two year funding cycle ($5,000.00 per year).
  • Grant funds must be at least equally matched (in cash) and are only to be used for the approved paid position within the sport organization.
  • Approved local sport organizations will be eligible to receive the CSDP funds for a two year funding cycle upon completion of the contribution agreement and reporting requirements.
Application process
  1. Based on funding cycles, an annual call for applications will be made to Local Sport Organizations.
  2. Shortlisted applicants will be required to submit a sport development plan before final approval.
  3. Applications should be submitted to Sport Kelowna Centre, 645 Dodd Road, Kelowna, BC, V1X 5H1.
Approval process
  1. Applications will be reviewed by the Community Sport Delivery Program (CSDP) Review Team, with representation from the City of Kelowna and PacificSport Okanagan.
  2. The CSDP Review Team will evaluate the applications, make shortlist recommendations, and notify the applicant within thirty (30) days of the review period.
  3. Shortlisted applicants will be required to submit further information (sport development plan) before a final decision can be made.
  4. The CSDP Review Team will review the sport development plans and make the final selection decision. The decisions of the CSDP Review Team will be final.
  5. A CSDP liaison will be assigned to work with the successful applicant in order to provide program accountability and support.
  6. Successful applicants will be required to sign a contribution agreement that will clearly outline the terms and conditions of the CSDP grant.
  7. Upon receipt of the signed contribution agreement, the CSDP grant funding for the year will be released.
  8. Successful applicants will be required to complete a program report annually.
Sport Event Development Grant

The Sport Event Development Grant provides financial support to local community sporting organizations hosting a sporting event in Kelowna. It is intended that this fund will provide the stimulus and seed money to assist non-profit organizations to bid, host, create, market and administer new sports-based events.

Sport Event Development Grant Application

General grant information

For the purpose of this program, a Sport Event is defined as:

  • A recognized sport event that takes place over more than one day,
  • Incorporates an intensive level of activity into those days,
  • Offers participants a positive and unique sporting experience.

While recognizing that events occur throughout the calendar year, more emphasis may be given to sport events that:

  • occur outside our main tourism season of the May long weekend through to Labour Day.
  • are held mid-week (Monday – Thursday) any time of the year.
  • are Western Canadian, National or International in status.
Policy guidelines
  1. Applicants must be a local non-profit organization (charitable status not required) or a commercial enterprise that proposes a partnership agreement with a local non-profit organization.
  2. The sport event must be sanctioned by a sport governing body (i.e. P.S.O., N.S.O ) or receive a resolution of the organization’s Board of Directors if no sanctioning body is available.
  3. The sport event must be a special one-time event, or an inaugural event, or an existing event demonstrating expansion and growth. For the purposes of this Grant, "event growth" is defined as:
    1. An increase in the number of event days (i.e. event growing from 2 event days to 3 event days); and/or
    2. A 25% increase in registered participants or teams.
  4. Annual events that are experiencing financial difficulty may apply for support from this program. The maximum support for annual events that are experiencing financial difficulty would be three years.
    NOTE: This grant is not intended to be an annual grant to the same organization for the same event.
  5. The sport event must be Invitational/Regional, Provincial, Western Canadian, National or World in scope.
  6. The sport event must attract spectators/participants from both in and out-of-town.
  7. The sport organization must not be in a deficit financial situation or have an outstanding receivable with the City of Kelowna. The event cannot be the cause of the financial difficulty for the organization.
  8. The sport event must be based within Kelowna. An event outside of Kelowna will only be considered if no facilities are available to host the event and if the organization can clearly demonstrate that the majority of services are being provided by Kelowna businesses. This includes services such as host hotel and food and beverage.
  9. Requests for financial assistance must originate from organizations and not from individuals.
  10. Upon request, organizations must provide a viable business plan detailing the sport event’s objectives, action plan, volunteer and organizational structure, timelines and detailed budget for the sport event to be deemed a sound investment for the City.
Items qualifying for funding
  1. Expenses related to event bid preparation and presentation, (i.e. airfare, mileage for ground transportation), printing of bid documents, or bid fees.
  2. Bond or holding fees required to secure an event once a bid has been won. Funding to be returned to the City on completion of event and placed back in the Sport Event Development Grant.
  3. Start-up costs for organizing committees to begin the process of planning, marketing and sponsorship campaigns and volunteer recruitment & training prior to revenue generation.
  4. Facility and equipment items that can be utilized for future events.
  5. Costs associated with operating expenses of the event such as the contract of professional services, the lease of office equipment and facility rental costs.
  6. To lever for additional/matching funding from other sources, public or private sector.
  7. Costs associated with hosting provincial and higher Annual General Meetings.
Funding levels
  1. Invitational/Regional Events at $5/participant up to $750
  2. Provincial Championships at $10/participant up to $1,500
  3. Western Canadian Championships at $20/participant up to $2,000
  4. National Championships at $20/participant up to $3,000
  5. World Championships will be evaluated on its own merit (up to $4,000)

For the purposes of this grant “Participants” are defined as athletes, coaches and officials that travel for the purpose of the event for a distance greater than 80km.

Note: Multi-sport games are seen to be outside this grant program as their typical level of funding requirement exceeds the ability of the grant program.

Application process
  1. The initial contact should be through the Recreation & Cultural Services (250-469-8504) to review application eligibility, venue availability and other pertinent items.
  2. The completed Sport Event Development Grant application, including projected budget information should be submitted at a minimum of two (2) months prior to the commencement of the event or bid submission deadline.
  3. Submit application form to Recreation & Cultural Services for review and processing. Applications should be sent to Sport Kelowna Centre, 645 Dodd Road, Kelowna, B.C., V1X 5H1.
Approval process
  1. All applications will be initially reviewed by a “SEDG Review Team”. The purpose of this review is to ensure all appropriate information is gathered and there is a clear understanding of the impact of the event.
    1. For applications of up to $3,000: - The SEDG Review Team will evaluate and make the final decision.
    2. For applications $3,000 and over: - The SEDG Review Team will evaluate and forward a recommendation to City Council.
  2. Once the application is complete, the organization will be contacted with a final decision as follows:
    1. Up to $3,000 – within 15 days
    2. Over $3,000 – within 30 days
  3. If the organization is successful in receiving grant monies, it must submit a post-project “Actual Budget” report complete with copies of receipts for any monies distributed within 60 days of the completion of the project.
  4. This policy recognizes that each event brings unique opportunities and challenges. From time to time, an event may present itself that this policy does not properly apply, and in these circumstances staff may vary from the policy.
  5. Upon grant application being approved at the appropriate level, a cheque requisition will be processed and funds provided to applicant.
Athletic Excellence Grant

The Athletic Excellence Grant has been established to assist high performance athletes or teams with the travel-related expenses associated with participating in high-level sporting events such as provincial or national championships.

Athletic Excellence Grant Application 

General grant information

We recognize the need for financial aid to support the competition needs of our locally-based highperformance
athletes & teams. In response to that need, the “Athletic Excellence Grant” has been established to assist
individual competitors or teams with the travel-related expenses associated with participating in high-level sporting events.
For the purpose of this grant, a High-Level Sporting Event is defined as:

  • Western Canadian Championships
  • National (Junior or Senior) Championships
  • World (Junior or Senior) Championships
  • Olympic Trials or Major Games/Events
  • Provincial/National Team Championships

Our total annual Athletic Excellence Grant fund allocation is $10,000 per budget year. In the event that these funds are
not fully allocated in a given budget year, the balance will be carried forward and applied to the next budget year.

Criteria

Selection of deserving coaches/sport organizations will be based on the following criteria:

  1. Applicant must have qualified for the event by meeting an established standard as set by the National Sport Organization or through “play downs” or equivalent entry standard as recognized by the National Sport Organization.
  2. Applicant must be a locally based athlete/team residing in Kelowna for a minimum of 6 months.
  3. Applicant must be endorsed by the local and/or provincial sport governing body.
  4. The maximum allocation will be $500 to any one athlete per calendar year and $1,000 to any one team per calendar year.
  5. Grant funds are to be used for event travel-related expenses only, including: registration fees, transportation, meals and accommodation.
  6. Applicant is responsible for initial payment of all event related expenses and will be reimbursed as approved through the grant application.
  7. This grant cannot be accessed in combination with any other City of Kelowna sport grant.
Funding levels

Funding levels will be based on the level and location of the event and will adhere to the following guidelines:

Athletes:

Western Canadian Championships:

  • Up to $150 per athlete, per event

National Championships or Canada Games or Olympic Trials:

  • Up to $250 per athlete, per event, held in Western Canada (BC/AB/SK/MB/NWT/YK/NU)
  • Up to $350 per athlete, per event, held in Eastern Canada (ON/QB/ND/NB/NS/PEI)

World Championships or Major International Games/Events:

  • Up to $400 per athlete, per event, held in North America
  • Up to $500 per athlete, per event, held outside North America

Teams:

Western Canadian Championships:

  • Up to $600 per team, per event

National Championships or Canada Games or Olympic Trials:

  • Up to $700 per team, per event, held in Western Canada (BC/AB/SK/MB/NWT/YK/NU)
  • Up to $800 per team, per event, held in Eastern Canada (ON/QB/ND/NB/NS/PEI)

World Championships or Major International Games/Events:

  • Up to $900 per team, per event, held in North America
  • Up to $1000 per team, per event, held outside North America

  2. The AEG Review Team will evaluate the application, make the final decision, and notify the applicant within thirty (30) days of the review period.
  3. The decisions of the AEG Review Team will be final.
  4. If the applicant is approved to receive grant monies, they must complete and submit an AEG Final Report (form), and submit it with copies of related event receipts.
  5. Upon approval of the AEG Final Report, a cheque requisition will be processed and funds provided to the applicant.
Sport Education Grant

Supported by the Kelowna 2008 BC Summer Games Legacy Fund, the Sport Education Grant is designed to provide financial assistance to local coaches or officials interested in upgrading their training and/or certification beyond introductory levels. The Grant can also be used for local sport organizations to host advanced sport development courses/seminars for local coaches and officials.

Sport Education Grant Application

General grant information

Supported by the Kelowna 2008 BC Summer Games Legacy Fund, the Sport Education Grant is designed to provide financial assistance to local coaches or officials interested in upgrading their training and/or certification beyond introductory levels. The Grant can also be used for local sport organizations to host advanced sport development courses/seminars for local coaches and officials. Examples may include: a level 2 coach pursuing level 3 certification; a referee taking training to instruct other referees; a local sport organization bringing in a special guest presenter to speak at a conference or to a group of coaches/officials.

These funds, totaling $45,000, will be dispersed through a granting process of $15,000 annually over a three year period starting in 2010. In the event that these funds are not fully allocated in a given budget year the balance will be carried forward and applied to the next budget year until funds are fully allocated. The Sport Education Grant will be administered by PacificSport Okanagan, on behalf of the Active Living and Culture Department.

Criteria

  1. Applicant must be a locally based coach/official/organization currently residing or based in Kelowna for a minimum of 6 months.
  2. Applicant must be endorsed by their local and/or provincial sport governing body.
  3. The maximum allocation will be $500 to any one coach/official or $1000 to any one sport organization per calendar year, and will represent not greater than 50% of the total cost for the upgrading.
  4. Grant funds are to be used for course-related expenses only, including: registration fees, facility fees, instructor fees, transportation, meals and accommodation.
  5. Applicant is responsible for initial payment of all course related expenses and will be reimbursed as approved through the grant application.
  6. This grant cannot be accessed in combination with any other City of Kelowna sport grant (Sport Event Development Grant and Athletic Excellence Grant).

  1. Applications will be accepted year round and reviewed three times per year: April, August and December.

  4. If the applicant is successful in receiving grant monies, they must complete and submit the Post-Event Report, including the Grant Information Form and copies of related event receipts, prior to receipt of funds.
  5. Upon completion and submission of the Post-Event Report, a cheque requisition will be processed and funds provided to the applicant.
